iPhone 4 and iPad 2 will most likely be not compatible with iOS 8, and for iPad Mini 1st Gen we just got to wait and see.
Now onto the whole procedure.
STEP 1 : Register Your Device's UDID.
Before doing anything with your device, make sure your device's UDID is registered by an Apple certified developer. If you are a developer yourself then you don't have to worry about anything. However, if you are not a developer, then ask any developer to do it for you. There are sites that can register your device's UDID as well. Here are some of the links:

HOW TO FIND UDID?
UDID is a 40 digit identification number of your device. You can find your device's UDID by connecting your device to iTunes and when you double click your serial number, you will see your 40 digit UDID.
STEP 2: Download iOS 8 IPSW file
Usually within matter of hours iOS 8 beta 1 links will be out on the web and you can easily download it for your device. I will try my best to have iOS 8 beta 1 download links in download section of this website. If not, then try these websites:

STEP 3: Time to update!
Before going any further, back up your device right now since all your apps, documents, photos, videos, contacts will be deleted when you will update your firmware. However if you have a backup then you can simply restore your phone from the back up.
Once you have backed up all of your data to your computer or iCloud, now its time to update. Connect your device to your computer. Load iTunes and go to your device summary page. Over there you will click restore button while pressing SHIFT key if you are on Windows and press OPTION key if you are on Mac. Then a pop up box will appear and it will ask you to select your .ipsw file. You will select the iOS 8 .ispw file that you just downloaded.
Thats it, click okay and iTunes will start updating your device.
IMPORTANT THING TO NOTE:
1. Make sure your device UDID is registered. Don't try this if your device's UDID is not registered. It will brick your device and will get stuck at setup screen.
